SELECTMEN’S MINUTES
June 29, 2004   

PRESENT: Chairman Colbert, Selectman DeBold, Selectman MacCleery and Administrator Lisa Stevens
                  
Chairman Colbert opened the meeting at 7:00pm.  

SUBJECT: Junkyard Violation – Cross Road  
PRESENT: Mr. & Mrs. Joseph Hebert and Eddie Hebert

Mr. Hebert asked to meet with the Board of Selectmen to discuss his views on the junkyard issue presently taking place between himself and an abutter to his property.

Mr. Hebert had requested his abutter be present for this meeting.  The Jameson’s are out of town on vacation and not able to attend.  Mr. Jameson did submit a letter to the Board which he asked to be shared with Mr. Hebert.

Mr. Hebert presented the Board of Selectmen with pictures and registrations for the unregistered vehicles located on his property.  From this documentation, it appears Mr. Hebert is allowed five unregistered vehicles due to the fact that they are antique vehicles.  Under the State Statute, the law allows for five (5) unregistered antique vehicles on ones property.

Mr. Hebert will remove the one vehicle he is over the limit on and construct a fence or place shrubbery to obscure the view of the cars from his neighbor’s yard.
 
Mr. Hebert would like the Selectmen to view his property to see where the vehicles are located. A site visit to Mr. Hebert’s property was scheduled for Tuesday, July 6, at 6:30pm.


GENERAL BUSINESS/BOARD DISCUSSION:

The Board signed the remaining abatements for the 2003 tax year.

The Selectmen voted not to give authority to the Police Lieutenant to sign grant applications and contracts because the Police Chief did not have that authority currently.  Motion Chairman Colbert and seconded by Selectman DeBold to not give authority to Lt. Kitson to sign the grant with the New Hampshire Department of Fish and Game. All were in favor.  

A discussion for assisting with the grading project at BCEP was held.  Lisa has confirmed our coverage with the insurance company.  Motion Selectman DeBold and seconded by Chairman Colbert to allow the Road Agent to assist the BCEP with their site redevelopment.  The motion passed by a two to one vote.  

Selectman DeBold has not finalized the Hess measurement report.  He will bring it back to the table next week. The Board would like the report finalized before notifying Hess of the penalties due.

Selectman DeBold has not finalized the Discretionary Preservation Easement Guidelines, he will bring them to the table next week.

Selectman MacCleery will research the requirements for the highway department regarding CDL licensing for personnel driving the new 6-wheeler.  Lisa passed along the Federal Transportation Guidelines.

The minutes of June 22, 2004 were approved as written.
Mail and e-mail were reviewed.  

The list of pending and ongoing issues was reviewed.  The Board will try to review each issue in depth, and work on one or two each week until finalized.  

The Board will work on drafting a response to the lighting ordinance committee, next week.

Being no further business, the Chairman adjourned the meeting at 10:15pm.
